THE CONSTITUTION

1. The CLUB shall be known as Abbeyview Bowling Club.

2. The object of the club will be to foster a spirit of friendly rivalry between clubs in order to further promote the game of bowls by means of competition, i.e. single hands, fours, triples and pairs championships and by other means which the club may deem advisable. Abbeyview Bowling Club will at all times ensure that it remains a community bowling facility, which is accessible to the general public.

3. The COMMITTEE shall consist of President. Vice-President, Secretary, Match Secretary and Treasurer, all to be elected by ballot vote held prior to AGM as agreed at 1986 AGM. Plus twelve (12) Committee Members, which shall include the immediate Past President. Committee Members shall be elected by ballot vote held prior to AGM. As agreed at 1986 AGM and shall remain on said Committee for a period in accordance with the number of votes in favour of that Member. Members may stand for re-election as their term of office ends. Secretary, Treasurer and Match Secretary to serve a minimum of three years (3) before having to stand for re-election, as passed at 1989 AGM (Passed at 1994 AGM that the Match Secretary serve 3 years). President to serve two years maximum.

4. Abbeyview Bowling Club have adopted the policy and procedure for the Protection of Children and Vulnerable Adults as contained in the constitution of the Scottish Indoor Bowling Association.

5. Two Auditors (not necessarily members) to be voted in at each AGM.

6. The Annual General Meeting will be held either the Third or Fourth Monday in March.

7. Age limit for Membership shall be no younger than SEVEN Years (7).

8. "The club is a non-profit making organisation. All profits and surpluses will be used to improve the club’s facilities. On the winding up or dissolution of the club no profit or surplus will be distributed other than to another non-profit making body with similar objectives."

9. The Management of the affairs of the Club shall be exercised by the Committee who shall have all the powers necessary. Including particularly but without prejudice to the foregoing generality power to purchase and lease heritable property. To erect buildings and maintain premises. To borrow such sum or sums of money as in the opinion of the Committee of Management may be necessary for the purposes of the Club and that upon such terms and conditions as they think proper, to grant securities and incur liabilities on behalf of the Members, to enter agreements binding the Club to purchase goods or supplies from any person or persons.

10. CLUB FUNDS: All funds of the Club shall be lodged in the name of the Club in a bank or building society as agreed by the Board. The Club Treasurer to retain in hand a sum sufficient for current expenses. A maximum of £100 only to be held by any sub-section. Funds in excess of this figure are to be deposited with the Club Treasurer.

11. Any two from President, Secretary and Treasurer shall sign all cheques and orders

12. The Property of the CLUB shall be held for the CLUB by the TRUSTEES being the PRESIDENT, VICE-PRESIDENT, SECRETARY, MATCH SECRETARY AND TREASURER, from time to time of the CLUB, who will act as TRUSTEES ex-officio and shall hold all property including land leases, investments and others, for and on behalf of the CLUB, with power to grant all necessary DEEDS and DOCUMENTS for the purchase, sale, lease, mortgage or pledge of the property of the CLUB with the consent of the COMMITTEE of MANAGEMENT, but no purchaser or lease or security holder or other person shall be concerned to enquire whether such consent had been given and the appointment or resignation of any TRUSTEE shall be sufficiently evidenced by and excerpt of the appropriate MINUTE OF MEETING of the COMMITTEE of MANAGEMENT of the CLUB duly signed by the Chairperson at such Meeting or the SECRETARY of said CLUB.

13. MEMBERSHIP of the CLUB shall imply an obligation to indemnify the COMMITTEE and the Office-Bearers of and from all liability undertaken by them on behalf of the CLUB jointly with all other MEMBERS.

14. NO MEMBER of the COMMITTEE and no MANAGER or SERVANT employed in the CLUB shall have any personal interest in the sale of alcoholic liquor therein or in the profits arising from such sale.

15. The COMMITTEE shall meet monthly for the conduct of the business of the Club.

16. No PERSONS shall be allowed to become honorary or temporary MEMBERS of the CLUB or be relieved of the payment of the regular entrance fee or subscription except any such HONORARY member as may be declared to be such at an ANNUAL GENERAL MEETING of the CLUB, The appointment being made for meritorious services rendered to the CLUB and not otherwise.

17. Any Minute that is passed at a Committee Meeting can only be rescinded at the next committee Meeting and only by a two-third majority of the Members present.

18. The Subscription for the ensuing year shall be the sum fixed at the AGM and shall be paid by 14th of April by each Member as a precondition of MEMBERSHIP for that year. In the event of any MEMBER failing to pay the Subscription by the due date of each year, said MEMBER shall forfeit all the rights and privileges of MEMBERSHIP of the CLUB.

19. The COMMITTEE has the right to refuse MEMBERSHIP to any applicant or expel any MEMBER for MISCONDUCT.

20. Intended MEMBERS names to be brought before the committee and must be proposed and seconded by MEMBERS of the CLUB.

21. Members must be seen to be playing bowls during the season. At the end of the season ANY PERSON NOT HAVING PLAYED BOWLS SHALL BE ASKED BY THE COMMITTEE FOR A REASON and if no satisfactory explanation is given, the COMMITTEE will have the right to withdraw their MEMBERSHIP of the CLUB. 

22. A SPECIAL MEMBERSHIP exists for SENIOR Members over 65 (this applies only to those who are at present FULL MEMBERS OF THE CLUB). This SECTION will be restricted to using the green during the day Monday to Friday.

23. FULL MEMBERSHIP shall be restricted to Two Hundred (200) or such number as may be fixed at the ANNUAL GENERAL MEETING.

24. ASSOCIATE MEMBERSHIP shall be restricted to twenty percent of the full membership. ASSOCIATE MEMBERS can attend the Annual General Meetings and can sign two visitors into the CLUB but shall have no vote or say in the running of the CLUB.

25. APPLICATIONS for Membership when accepted by the committee must be exhibited on CLUB Notice Board for a period of not less than Fourteen (14) days prior to being put on the waiting list. Any objections to applicant should be lodged with the SECRETARY within said fourteen (14) days.

26. ALL NEW MEMBERS including Social Members must pay full subscription for the first FIVE years (5) of MEMBERSHIP, regardless of age.

27. Any MEMBER desirous of resigning MUST give written notice of their intention to do so to the SECRETARY of the CLUB and return all articles belonging to the CLUB.

28. ANY MEMBER of the COMMITTEE cannot be re-elected unless they have at least two-thirds attendance at previous committee meetings, unless absence caused through illness. Apologies for absence from any Meeting will be expected.

29. Committee members who put their names forward for Official positions must resign their Committee positions if they are still within their Term of office on the committee.

30. Any vacancies arising on the Committee out with The AGM shall be filled by ballot vote, which will be run as at the AGM. The successful Candidate/s will be elected for the term of office as the person he/she is replacing.

31. The Committee shall have the power to appoint for special purposes such sub-committees as they deem necessary, and when desirable the sub-committee may include Members of the Club out with the Committee. At all Committee meetings of the Club, the Chairperson shall have a deliberate vote as well as a casting vote.

32. The Secretary shall keep a record of all business transacted at the committee meetings.  At each Annual meeting the Secretary shall submit a report of the proceedings since the previous AGM.

33. The Treasurer showing the financial affairs and intermissions of the Club shall keep correct accounts and books.

34. The FINANCIAL YEAR shall end on 31st January.

35. A HALF-YEARLY GENERAL MEETING shall be held each year during the first week in SEPTEMBER.

36. No alteration of or addition to, the CONSTITUTION RULES of the CLUB shall be made except at the ANNUAL GENERAL MEETING, or at an EXTRA-ORDINARY GENERAL MEETING specially called for the purpose, all of which due NOTICE had been given. All Notices of Notion to be in the hands of the SECRETARY twenty one (21) days prior to the AGM setting forth in full such proposed alterations or additions which shall be stated in the Notice of Business for the Meeting. Alterations to Rules will be carried by a two-third-majority vote.

37. Any member may send a requisition to the Secretary to call a SPECIAL GENERAL MEETING in the CLUB. Such requisition shall state the nature of the business to be brought forward and, upon its receipt, the Secretary. 'With the consent of the President shall lay same before the MEMBERS of the Committee who shall, if they deem the matter of sufficient importance, instruct the Secretary to call a Special General Meeting. The NOTICE of the Meeting shall state the business for which it has been called and no other business shall be transacted at such Special Meeting.

38. Any Member banned from the CLUB, for any offence, cannot stand for an Official or Committee position for THREE YEARS (3) after the expiry of the ban.

39. Any Member using indecorous language or committing any misconduct on the GREEN, in the CLUBHOUSE, or at any FUNCTION or GAME held under the auspices Of ABBEYVIEW BOWLING CLUB, may be complained against to the Committee who shall have the power to deal with the matter in such a way as they think proper.

40. The CLUB may; by a majority of votes of MEMBERS PRESENT at a Special Meeting, expel any Member for misconduct and that Member shall forfeit all interests in the CLUB. One week's NOTICE of NOTION to be given to the Members of the CLUB and to the person being expelled.

41. Any DISPUTE arising on the Green as to play shall be decided in accordance with the Rules of the Game’ as printed in the Bowling Annual.

42. The COMMITTEE shall be entitled to apply for the CLUB to be registered for the supply of excisable liquor and to make rules as required too conform to the statutory requirements for registration.  

43. No Alcoholic liquor shall be sold or supplied in the CLUB to any person under eighteen years of age

44. No Alcoholic liquor shall be sold or supplied in the Club premises for consumption off the premises except to a Member of the Club in person for consumption by him or to a person holding a license or Wholesaler's Excise License for the Sale of such liquor.

45. A visitor shall not be supplied 'with alcoholic liquor in the CLUB premises unless on the invitation and in the Company of a Member and the Member shall, upon the admission of such visitor to the CLUB premises or immediately upon being supplied 'with such liquor, enter his/her own name and the name and address of the visitor in the book which shall be kept for the purpose and shall show the date of each visit.

46. SUBSTITUTES FOR PAIRS, TRIPLES & FOURS will be allowed in all rounds including the Final, providing the substitution is necessitated by illness. Substitute to be taken from prelim and first round losers or any new member who has joined to late to be included in the original draw. The substitute can play in any position.

47. Members can only be a member of one outdoor bowling club

48. ANY MEMBER who does not play four friendly games (with the exception of first year members) will not be considered for league Scottish etc.

49. WINNERS of CLUB COMPETITIONS will he eligible to take part in the following competitions:

Scottish Mixed Pairs                              Winners of Club Mixed Pairs.

Runners up from CHAMPIONSHIP down to be picked if required due to illness or dual Winners. PLAYERS for all other COMPETITIONS to be picked by the SELECTION COMMITTEE.

 

BY-LAWS.

PLAYERS must keep on the mat when delivering their bowls and avoid injuring the Green in any way by their feet or by throwing their bowls on the Green. The Jack is to be rolled on the Green, not thrown. Sheets must be used when directed by Green Ranger or Green Keeper

Members may introduce a friend for the purpose of playing, but it is hoped that this privilege will not be abused. Said Members shall be held responsible for any injury done to the Green by their friends.

The COMMITTEE is hereby empowered to arrange all ties and competitions and shall fix dates when said competitions shall be finished. When two Members have arranged to play off a tie at a certain time and one of the parties does not turn up as arranged his/her opponent can claim the tie. Both players are equally responsible for arranging ties. One week’s notice required and three dates must be given. Dates to be over two separate weeks. If said dates and times unsuitable second party should give alternative dates and times suitable. Failure by Players to reach agreement for playing ties will result in Officials deciding outcome of ties.

Subject to the rights reserved to the COMMITTEE in these BY-LAWS, Members shall have the right to play single-handed and pairs games until all available rinks are utilised after which waiting Members shall be entitled to fill up any such rinks.

Club dress shall be worn for all Club representative games also for all Club Finals.

Winners of Club Ties shall be responsible for putting own names forward after preliminary rounds.

No Dogs except Guide Dogs are allowed in the clubhouse and they must be kept on a lead when in perimeter of the green.

"No member shall be granted an extension to any round of any club competition except in the event of immediate family bereavement."

Markers of single hand ties will follow guidelines as per the rulebook
